Extension of Deadline for Submission on Public Inquiry into Potential Retail Service Determination

Further to the notices of 21 November 2017, 11 December 2017 and 5 January 2018, the deadline for the submission of written comments on the Public Inquiry into the Potential Retail Service Determination regarding certain mobile telephony services supplied by Digicel is extended from Friday 19th January 2018 to Friday 9th February 2018. Stakeholders and interested parties are therefore urged to submit your written comments before close of business Friday 9th February 2018.

The terms of reference of the inquiry are to consider:

  1. whether or not a recommendation should be made to the Minister under Section 159 of the National Information and Communications Technology Act 2009 (the Act) that mobile originated national voice calls and/or messaging services, or any class thereof, supplied by Digicel should be subjected to a retail service determination to control price discrimination between on-net and off-net calls; and, if so
  2. the appropriate terms of such a retail service determination; and
  3. the extent to which those terms would meet the retail regulation criteria in Section 158 of the Act.

All written submissions should be submitted by email to: consultation.submission@nicta.gov.pg by close of business, Friday February 9, 2018. Copies of the submissions received will be published on NICTA’s Public Register consistent with the requirements under subsection 229(3) of the Act.
