CONSULTANCY SERVICES TO UNDERTAKE A FEASIBILITY STUDY AND COST BENEFIT ANALYSIS OF NUMBER PORTABILITY FOR MOBILE SERVICES IN PAPUA NEW GUINEA

The National Information and Communications Technology Authority (NICTA) is established by an act of Parliament called the National Information and Communications Technology Act 2009. NICTA is responsible for regulating the Information and Communications Technologies (ICT) sector in Papua New Guinea.
NICTA is required to publish a discussion paper regarding the implementation of mobile number portability in Papua New Guinea. Mobile Number Portability refers to the ability of cellular mobile services consumers to retain their numbers whenever they decide to change their service providers or service types. Following public consultation, NICTA is required to provide a report to the Minister responsible for ICT identifying NICTA’s recommendation.
The purpose of this consultancy is to conduct a comprehensive market research and undertake a cost benefit analysis to understand the demand for and actual benefits of Mobile Number Portability in PNG during the course of developing the Discussion Paper. The consultant will provide a comprehensive Feasibility Study and Cost Benefit Analysis and specifically the impact of number portability on business operations, competition within the mobile cellular market, consumer choice of service providers and overall economic activities. This assignment shall be carried out within a period of 3 months.
NICTA now invites expressions of interest from eligible consulting firms to undertake a feasibility study and cost benefit analysis of Number Portability for mobile services in PNG. Interested consultants may submit their expressions of interest for the above services and must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, qualifications and number of key staff and so forth).
